Registration of Chinese Hardwood Plywood Shipments at EU Borders Begins

The European Commission has announced the start of registration for all shipments of hardwood plywood originating from China. The decision, published in Implementing Regulation (EU) 2024/3140, is part of the ongoing anti-dumping investigation that began in October 2024. This investigation aims to protect the EU market from unfair trade practices by Chinese hardwood plywood importers. The EU regulation applies to all member states and enters into force immediately.

The registration will enable the retroactive imposition of duties on imported shipments if the Commission decides to introduce provisional or definitive duties. This procedure includes the possibility of applying duties retrospectively to shipments before the date of their imposition and is intended to prevent stockpiling by importers.

According to the data presented in the application filed by the Greenwood Consortium, referenced by the European Commission in the Regulation: „For the period from 1 April 2023 to 31 March 2024, the allegations in the complaint requesting the initiation of an anti-dumping investigation estimated for the product concerned dumping margins between 89 % and 335 % depending on the type of hardwood, and an injury elimination level of 224 %.”

The Greenwood Consortium, which represents over 25% of the hardwood plywood production in the EU, emphasizes that many Chinese products, including low-quality single-use plywood, negatively impact the EU market. The Consortium also pointed out attempts by Chinese producers to circumvent duties through artificial product modifications.

The initiation of registration is a key element in ensuring transparency and the effectiveness of the procedure, aimed at protecting the European economy from dumping and supporting the sustainable development of the plywood sector in the EU.
